Nuclear heating ushers in a “window of opportunity” for development

Following the completion and commissioning of the first nuclear energy commercial heating project in China by Haiyang Nuclear Power in Shandong, nuclear energy heating is gradually coming into the public eye. As one of the ways to achieve clean heating, the advantages of nuclear energy for low-carbon heating are also emerging. It is understood that in Haiyan, Zhejiang Province, where nuclear power started in China, a demonstration project of nuclear energy heating and energy-saving engineering in Haiyan County, based on the Qinshan Nuclear Power Station, is also being promoted.

In addition, Heilongjiang, Jilin, Liaoning and other places small modular heating reactors, large cogeneration nuclear power projects are also carrying out preliminary work on the project. Industry analysts believe that with the accelerated process of carbon reduction and clean heating in China, nuclear energy heating is ushering in a new development "window period".

Nuclear heat enters the "circuit" as demand for clean heating increases

Chen Renzong, head of the preparatory group for China's nuclear power clean heating demonstration project, recently introduced, "China's winter heating area is growing at an average annual rate of about 10 percent, and by the end of 2019, the national central heating area had reached 11 billion square meters, and the heating energy consumption in northern cities and towns was 191 million tons of standard coal, accounting for about 1/4 of the total building energy consumption.The demand for heating in the north is growing fast, but the heat source is decreasing, and clean energy heating, including nuclear heating, needs to be vigorously developed."

The National Development and Reform Commission, the National Energy Administration and 10 other ministries and commissions jointly issued the "Northern Region Winter Clean Heating Plan (2017-2021)" in 2017, stating that clean heating science and technology innovation should be strengthened, nuclear energy heating should be researched and explored, heating should be promoted to the surrounding area by active nuclear power units, and low-temperature pool reactor heating demonstrations should be safely developed.

Nuclear energy for heating has taken the lead in Shandong. The Shandong Provincial People's Government released in 2018 the "Shandong Province Winter Clean Heating Plan (2018-2022)" clearly, actively promote nuclear energy heating demonstration project research and demonstration. in November 2019, the State Power Investment relying on the Haiyang nuclear power project to carry out nuclear energy heating pilot, the first phase of the first phase of nuclear energy heating project officially commissioned.

Public information shows that the first phase of the nuclear energy heating project of Haiyang Nuclear Power supplies 700,000 square meters of heat, with a total external heat supply of about 582,000 GJ in two heating seasons, saving 32,000 tons of raw coal and reducing carbon dioxide emissions by 55,000 tons. "In November this year, the second phase of Haiyang nuclear power nuclear heating project will be completed and put into operation. After commissioning, it will replace the existing 10 coal-fired boilers in Haiyang." Cheng Zhao, deputy director of the design management office of Shandong Nuclear Power Co.

The "Haiyan County Centralized Heating Planning (2021-2030)" previously released by the Zhejiang Provincial Development and Reform Commission makes it clear that by the Qinshan nuclear power base and the planned construction of nuclear facilities, central heating will be provided to the central city and the town of Placebo in the near future, expanding to the entire area of Haiyan County in the medium and long term, and planning to reach a centralized heating area of 10 million square meters by 2030.

According to industry insiders, nuclear power companies have now carried out site surveys, preliminary feasibility studies and preliminary docking in Hebei, Guizhou, Shandong, Jilin, Heilongjiang, Qinghai, Gansu, Liaoning, Inner Mongolia and Shaanxi provinces and regions, with a view to promoting the industrial development of nuclear energy for heating.
